Is this true (about ticket payment)?

i got a ticket last night for forgetting to turn my headlights on. the officer said i didn't have to go to court unless i didn't pay the 54 within 3 weeks. my boyfriend's mom said go to the courthouse three weeks from now, and if the officer is not there i beat the ticket, is this true?
